Acting on President Muhammadu Buhari’s instruction, the National Security Adviser, Mr Babagana Moguno has set up a committee to probe the procurement of hardware and munitions in the Nigerian Armed Forces from 2007 to date.

A statement by the Special Adviser to the President, Media and Publicity, Mr. Femi Adesina said the investigative committee’s mandate is to identify irregularities and make recommendations for streamlining the procurement process in the armed forces.

Adesina said the committee would specifically investigate allegations of non-adherence to correct equipment procurement procedures and the exclusion of relevant logistics branches from arms procurement under past administrations, which very often resulted in the acquisition of sub-standard and unserviceable equipment.​

Accordingly, NSA has appointed AVM J.O.N. Ode (rtd.) as president of the investigative committee.

Members of the committee include Rear Admiral J.A. Aikhomu (rtd.), Rear Admiral E. Ogbor (rtd.), Brigadier-General L. Adekagun (rtd.), Brigadier-Genera;l M. Aminun-Kano (rtd.), Brigadier-General N. Rimtip (rtd.), Commodore T.D. Ikoli, Air Commodore U. Mohammed (rtd.), Air Commodore I. Shafi’i, Colonel A.A. Ariyibi, Group Captain C.A. Oriaku (rtd.) and Mr. I. Magu form the Economic and Financial Crimes Commission (EFCC), while Brigadier-General Y.I. Shalangwa will serve as secretary.”

Now note: Dasuki was not there from 2007 and Jonathan’s request for arms purchase facility was just a few months to the end of 2014, and those who vehemently opposed this fund were the APC rank and file….

”Following the findings of the 13 man committee set up by the Office of the National Security Adviser to audit the procurement of arms and equipment in the Armed Forces and Defence sector from 2007 to date as directed by President Muhammadu Buhari, the Presidency has ordered the immediate arrest of former NSA, Sambo Dasuki, and others.

In a statement signed by Femi Adesina, Special Adviser to the President on Media & Publicity, the presidency said, though the committee which was inaugurated on 31 August 2015 is yet to complete its work, its interim report has unearthed several illicit and fraudulent financial transactions.

The statement said that ”as part of the findings, the committee has analyzed interventions from some organizations that provided funds to the Office of the National Security Adviser, Defence Headquarters, Army Headquarters Naval Headquarters and Nigerian Air Force Headquarters, both in local and foreign currencies.
”So far the total extra budgetary interventions articulated by the committee is Six Hundred and Forty Three Billion, Eight Hundred and Seventeen Million, Nine Hundred and Fifty Thousand, Eight Hundred and Eighty Five Hundred Naira and Eighteen Kobo (N643,817,955,885.18).

”The foreign currency component is to the tune of Two Billion, One Hundred and Ninety Three Million, Eight Hundred and Fifteen Thousand US Dollars and Eighty Three Cents ($2,193,815,000.83).
”These amounts exclude grants from the State Governments and funds collected by the DSS and Police. It was observed that in spite of this huge financial intervention, very little was expended to support defense procurement.

”The committee also observed that of 513 contracts awarded at $8,356,525,184.32; N2,189,265,724,404.55 and €54,000.00; Fifty Three (53) were failed contracts amounting to $2,378,939,066.27 and N13,729,342,329.87 respectively.
”Interestingly, it was noted that the amount of foreign currency spent on failed contracts was more than double the $1bn loan that the National Assembly approved for borrowing to fight the insurgency in the North East.

Dasuki Replies Buhari, Says Panel Denies Him Fair Hearing

Former National Security Adviser, Sambo Dasuki, has reacted to the order by President Muhammadu Buhari for his arrest over scandalous arms procurement contracts during his reign. The president had ordered the NSA office to probe arms procurement between 2007 and 2015. The panel found Dasuki and others guilty of awarding phony contracts for which huge billions of naira and foreign currencies were received. “I have never been invited formally or informally to appear before the panel”, Dasuki stated.

“I am therefore not only surprised but embarrassed by the seeming indictment by the panel purportedly operating from the Office of the National Security Adviser that never contacted me.

“For the record I am proud to serve my nation with the best of intention and ensuring the recovery of more than 22 local government councils from Boko Haram terrorists.

“Because of the pride of how we tackled terrorism and defeated Boko Haram terrorists through our gallant troops and partners in the twilight of the previous administration, I have insisted on open and public trial of my stewardship rather than secret trial in the court as being canvassed by my prosecutors.”

“I wish Nigerians will go back and reflect on what we did with even little or no supports from some countries. We performed miracles before the emergence of this administration. I even thought the committee was to investigate procurement from 2007 to 2015. Yet only my name is always being mentioned even when some of the issues were before I came into government.

The Leader of the Northern Elders Council, NEC, Alhaji Tanko Yakasai, has admitted that he and 8 other prominent northerners received the sum of N53 million from the Former National Security Adviser, Sambo Dasuki, through the former Peoples Democratic Party, PDP, Board of Trustee Chairman, Tony Anenih.

He added that the money was meant for advocacy visit to traditional rulers in the region for them to mobilize their subjects in order for the 2015 general elections to be hitch free.

# ”Buhari’s Anti-corruption Fight Is A Big Propaganda – Northern Elders’ Council Chairman”

Elder statesman and Presidential Liaison Officer in the Second Republic, Dr. Tanko Yakassai, has described the anti-corruption efforts of the President Muhammadu Buhari administration as a mere propaganda war, lamenting that it has unfortunately won over right thinking men like Prof. Wole Soyinka.
According to Vanguard, Dr. Yakassai, who also chairs the Northern Elders’ Council, lambasted the Buhari-led administration as he called its anti-corruption fight an individual affair.

He chided the Buhari administration for its open disdain for valid court orders urging him to obey all court orders relating to the former National Security Adviser, Col. Sambo Dasuki.

According to him, Buhari can only be taken serious if he extends his dragnet across the inter-party divide as well as to other tiers of government.

“The Federal Government of Nigeria is only fighting Sambo Dasuki. Should the fight against corruption begin and end with Dasuki? Is he the only ‘corrupt’ person? Till today, they have not even started his case in the court. He was granted bail twice and they refused to let him go. This is not a fight against corruption. It is a propaganda fight.
